Minutes for September 9, 2015 Selectmen’s Meeting

  • Call to Order
Selectman Emery called the meeting to order at 7:00 PM.

Selectman Emery led the recital.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes September 2, 2015
Approved 4-0-1



  • Discussion held between 4:00 & 7:00 p.m.
Chief Schools came in to discuss the grant the Town of Buxton was awarded.  Selectman Poitras said this is a $250,000 grant for air pack replacement.  He said there are still some things the Board is working out with them but we are going to get 38 new set-ups, the backpack part of the air pack, the tank, and a spare tank for each one.  Selectman Poitras said this is quite a thing.  Some of the units that are being used now go back to 1976 so this will give the Town a clean slate of all new equipment.

  • Email from MSAD #6 Business Office – Re:  Budget Advisory Committee Meeting
Their first meeting is scheduled for Thursday, September 24 at 6:00 PM at Central Office.  The discussion will center around the Frye Island Bill, LD 1082.

The Legislature has asked the towns in District 6 to get together to see if they want to do something different with the funding mechanism for the school budget where Frye Island is concerned.

  • Review of Projects and Issues
Selectman Santolucito reported that the install for the upgrade to the video surveillance system at the Municipal Complex was completed today.  The system is in, running, tested, and done.  

Selectman Santolucito will be attending the SAD #6 Budget Advisory Committee Meeting on September 24.  

Selectman Harmon reported that she was not in the office last Wednesday but she has been in most every day since.  She started working on the annual sales ratio report that has to be done each year based on property sales between last April 1st and this April 1st.

Selectman Harmon mentioned the Board’s recent Workshop where they worked on carry-forwards and over-runs.  She is going to type that up and get a draft to the rest of the Board so they can review it and set a date for a Special Town Meeting.

Selectman Burns reported he was in last Thursday and Friday.  He has been in contact with the carpenter who is going to do the EMA repair starting early next week.  He also mentioned that when the painter is ready to start doing the West Buxton Public Library, he is going to give a week’s notice so Selectman Burns can put in the invoice to get the down payment ready for him (the painter).

Selectman Poitras reported that he has been in a couple days here and there but had nothing specific this week that he was working on.

Selectman Emery said things have been quiet for a little stretch which has allowed the Selectmen to get most of their year-end work done before they have to start gearing up for the next budget season.

Selectman Emery has been working every day so he has not been able to get in the office much. He calls in and talks with other Selectmen to keep up with what is going on around town as much as he can.  Selectman Emery said he talked with our Public Works Director and our new backhoe came in today.  They also talked about some projects the Public Works crew is doing including lining the fields at Town Farm Park.  Selectman Emery reported that there was an issue with kids destroying things in the park up in Chicopee.  Our Public Works Director met with someone over there and came up with a fix.  He is going to take over some material to fill in some areas that have been dug up by four wheelers.

Selectman Burns said residents should be noticing the new Welcome to Buxton signs that have recently been put up.  The State is going to put up the sign down at Joy Valley

Selectman Poitras reminded everyone that this Saturday, September 12, at 3:30 PM, the Buxton-Hollis Historical Society is having a dedication of the landscaping and planting at Elden Store located on the corner of Route 22 and Haines Meadow Road, and also a dedication of the sign for the N. C. Watson, one-room schoolhouse behind the Buxton Center Baptist Church.  He invited people to attend and said afterwards there will be a regularly scheduled baked bean supper at the church that everyone is welcome to attend.

Selectman Harmon said it was reported to her that the repairs to the Town Farm dugouts are coming along very nicely.


  • New Business
Selectman Emery commented that Route 22 is getting paved.  

Selectman Poitras asked if the cost of paving on Route 22 is being paid out of the Town’s account or the State.

Selectman Emery replied that it is paid by the State.


Selectman Harmon made a comment about the State finishing paving on Route 112.

Selectman Emery said the State is going to pave all of Route 112.  They have been shimming some low spots but they will pave over all of that.  He believes they are going to pave 112 from Low’s all the way to the Gorham line.

  • Other Business
There is one position open on the School Board and one on the Budget Committee.  If you are interested in either of these positions, please call the Selectmen at 929-5191.  These positions will remain open until filled.

The Selectmen are accepting applications for a Deputy Business Office Clerk.  More information is available on the Town website or at www.jobsinme.com.  The deadline for applications is 4:00 PM, Friday, September 18.

Selectman Harmon reported that a resident came in earlier this evening who wanted to know why kids were dismissed from school today.  Selectman Harmon said they were released due to heat.  

Selectman Harmon and Selectman Poitras explained what the resident’s concern was and said he was going to talk with one of the secretaries at the school to get his name on the call list to be informed when that happens.  

Selectman Emery said ours were not the only schools that closed and he listed a number of other schools in southern Maine who closed early and cancelled after-school activities.
